Memo - Cathy Begej - 2 - March 16, 1990 <br /> Please respond to the following questions by April 16, 1990. <br /> 1 . The Division is unable to duplicate the "t" values calculated on <br /> Table 1 . Please provide the Division with a copy of the equation(s) <br /> which was used. <br /> 2. Please document the date of seeding at each pit. According to our <br /> information, the last seeding occurred at Pit No. 6 in October, 1984. <br /> Please note that if this is the case, it would mean that no augmented <br /> seeding of the vegetative stand could occur at this time according to <br /> Rules 3.02.3( 2)(c) and 4.15.7(5) without re-initiating the ten year bond <br /> liability period. <br /> Only Pit No. 3 exhibits cover values equal to or greater than 90% of the <br /> reference area herbaceous cover by Rockcastle's calculations. Thus, by this <br /> study, the reclaimed area vegetative cover is not yet ready for Phase II bond <br /> release with the possible exception of Pit No. 3. Therefore we believe that <br /> satisfaction of Stipulation No. 6 can only be accomplished by proceeding with <br /> the designs of the Pit 2 and possibly Pit 3 sediment control structures. <br /> Sincerely, <br /> Catherine W.
