Shelton <br />Director <br />TO: Sandra Emrich <br />FROM: Jim Pendleton <br />RE: Energy Fuels corpor ed's Request Modified Scaled Distance Formula <br />Pursuant to your request I have reviewed Energy Fuels' petition for <br />approval of a Modified Scaled Distance Formula for use in determining <br />permissable explosive limits at their Energy Fuels bl Mine in Eckmann Park. <br />I forward the following comments for your consideration. <br />As you are aware, this particular example was used by Keith Kirk of the <br />OSM District V Office in preparing their guideline document for review of <br />Blasting Plans. As such the process of review is extremely simplified. <br />There is, however, a typographical error in Energy Fuels cover letter. The <br />petition cover letter requests approval of the equation: W _ ( D )Z <br />46.1 <br />The correct rendition of the appropriate Modified Scaled Distance Equation <br />would be: _ I/ D `1z <br />W - 1 46.1 / <br />Utilization of the flawed equation contained in the petition cover letter <br />would result in explosive loads 46.1 times the permissable amount. I suggest <br />we point out this flaw in the interest of preserving the integrity of Mt. <br />Werner and any other potentially susceptible facilities in Northwestern Colorado. <br />M E M O R A N D U M <br />August 1981 <br />cc: Ed Bischoff <br />
