No topsoil was recovered from the historically disturbed areas of the Bear No. 1, 2, and 3 Mines. Approximately 15 inches of topsoil was recovered from the undisturbed parts of the Bear No. 3 Mine. The topsoil from the Bear No. 3 facilities area is stored in a stockpile northeast of the mine office: Topsoil placed on the reclaimed Bear No. 1 and 2 facilities auras was imported because no topsoil was salvaged prior to mining. Topsoil was recovered from auras which were disturbed by relocation of State Highway No. 133. The reclamation plan for Bear No. 3 calls for ripping the facilities area to alleviate compaction and reapplication of six inches of topsoil over most of the facilities area. The topsoil replacement depth is less than the topsoil salvage depth because topsoil is to be redistributed over a larger area than the area from which it was salvaged. V. Sealing of Drilled Holes and Underground Openings A. Information describing sealing of the Bear No. 1 and 2 portals is presented in Section 2.05.4 of the Bear No. 1 and 2 permit application. Sealing of the Bear No. 3 portals is described in Section 1.05.4 of the Bear No. 3 permit revision application. The Bear No. 1 and 2 portals have been sealed and backfilled as part of Ure approved reclamation plan. A double solid concrete block wall was constructed in each portal. The portals have been backfilled to the surface. The Division has expressed concern that the proposed portal sealing plan may not adequately control mine water discharges (Adequacy Response, January 18, 1982). Bear Coal Company responded that no water had been encountered during mining at the Bear No. 3 Mine and no water had historically discharged from the abandoned Edwards Mine portals. The Division and Bear Coal Company have agreed to reevaluate the portal sealing plan if any significant amount of water is encountered during mining at the Bear No. 3 Mine. )f mine inflows are encountered during mining operations, Bear Coal Company has committed to submitting an appropriate sealing plan based on those conditions to replace the standard sealing plan now contained in the application. This approach is acceptable to the Division. Per Stipulation 34 Bear Coal Company will be installing a water monitoring well. The Division will require that this well will be capped, sealed, backfilled, or otherwise properly managed in compliance with Rule 4.07.3. Details of proper abandonment will be outlined in the response to Stipulation 34. 23
