I'm of the opinion that <br />Mr. Dillon was somewhat confused as to what he permitted <br />to do at the Willow Bend site. He was apparentl under the <br />impression he could work anywhere in his two acr permitted <br />area, although the County Resolution clearly lim is him to <br />the sand bar. <br />Mr. Dillon has cwrked outside of the bar area, b t most of <br />this was done fcr the purpose of constructing ac ess to the <br />sand bar and aturn-around for the trucks, which the County <br />has no objection to. He has also removed sane s d Fran an <br />old overburden pile; however, the amount is very ana.ll. <br />I've talked to Mr. Dillon about this and he has eed to <br />confine all of his mining to the sand bar area. <br />In regaSYi.S to the Sandco Pit, as I indicated to ou, I did <br />not observe a hole in the river, which was appar ntly dug <br />by Kirkland Construction. 61r.
