• <br />obviously would require some method to assure that liquid pooling at the lined <br />starter dam face is controlled at a level and in a manner such as to preclude <br />overtopping of the liner and dam. The existing decant scheme might conceivably <br />serve, provided some means are in place to prevent seasonal freeze-up. Jf our <br />understanding of this situation is inadequate, please clarify it for us. <br />8, Point 32 requests the inclusion of costs to seal, safeguard and prevent <br />access to the Time Mine and the Hazel A adit. Given the probable existence of <br />tailing slimes in the Hazel A (see item 6 above), we wonder whether final cleanup <br />and reclamation should not include adit cleanup as well. Please comment. <br />9. Point 34 notes that the applicant should not plant trees on the tailing <br />impoundment, so as to prevent root damage to the liner. This may or may not <br />be a valid consideration, depending on the height to which subsequent dam raises <br />lift the final surface contour. Native trees in this area are relatively shallow- <br />rooted and may pose no hazard to liner materials located under deep layers of <br />tails. In any event, such trees will surely colonize the impoundment area in the <br />long run. Any reclamation scheme which fails to recognize this is probably <br />inadequate. <br />10. Finally, we wish to reiterate that the applicant's response needs to include <br />a thorough and competent engineering review of the total millings s em and the <br />associated documented requirements, including all those laid down previously by <br />the Division. Failure to do so will lead inevitably to further problems, yet more <br />delays, and even higher costs. None of these consequences are in anyone's <br />interest, least of all those of the proposed operator. <br />Conclusion <br />Our community looks forward to the establishment ofa solid, competently- <br />run milling operation or, alternatively, a crisp, clean, and relatively rapid <br />restoration of the area to approximate original condition.
