Section B -Rule 4 <br />I. Hydrologic Balance -Rule 4.05 <br />A. Water Quality Standards and Effluent Limitations <br />With the approval of the Phase II and Phase III bond release on 20 April 1999, <br />all water monitoring has been discontinued. <br />B. Diversions and Conveyance of Overland Flow <br />1. The Division has approved the use of a riprap lining for three diversions. The <br />lining will prevent seepage and provide stability in order to protect fills and <br />property and to avoid danger to public health and safety. The diversions are <br />designated as ditches one and three, and the west ditch leading into pond HG- <br />8, as shown on the Map 2, entitled "Reclamation Sequence and Drainage <br />Map", found in the consolidation volume of TR-63 (4.05.3(2)). <br />2. The Division has approved the submittal of reports required by Rule <br />4.05.6(13) on other than a quarterly basis. The timing of report submittal shall <br />be on an annual basis. <br />C. Surface and Ground Water Monitoring <br />All surface and groundwater monitoring has been discontinued. <br />II. Disposal of Excess Spoil <br />A. The Division has approved the use of a disposal area for excess spoil. The area is <br />located on the north side of the mine site and east of County Road 53 (4.09.1(1)). <br />III. Revegetation <br />A. The Division has approved modified revegetation success criteria, through <br />Technical Revision No. 62. For shrub standazds, the operator has planted three <br />shrub augmentation areas. These locations aze shown on Exhibit F-F, entitled <br />"Shrub Augmentation Areas", found in the Exhibit II volume of the permit <br />application. The shrub density standard within the shrub augmentation areas will be <br />750 stems per acre. Outside of the shrub augmentation areas, the shrub density <br />standard for reclaimed areas will be 200 stems per acre. The cover standard for <br />reclaimed azeas outside of the shrub augmentation areas will be 90 percent of the <br />reference areas.
