With an average removal <br />of 1.5' of topsoil and 5.0' of subsoil, Western Fuels-Utah <br />will not be using material high in Selenium as its fill material. <br />Therefore, Western Fuels-Utah will comply with the special <br />stipulation on topsoil protection for Sub-Area 1. <br />
