Loop <br />Division Director <br />This letter is to inform you that the Division received your letter dated <br />January 13, 1993. I want to take this opportunity to reiterate our subsequent <br />phone conversation as well as respond to the key elements of your letter. <br />It is the Division's opinion that at this time the "ball is in <br />Rockcastle's court". We are expecting that they (Rockcastle) will <br />initiate dialogue with you in the very immediate future concerning: <br />a) possible escrowing of $10,000.00; <br />b) payment of 1992 weed spraying; <br />c) planning for 1993 weed spraying. <br />Also, this discussion would include the evaluation and implementation of <br />reseeding of the 1992 revegetation areas should they need it. <br />2. Although Routt County may have cost sharing funds available the Division <br />does not consider it likely and has not considered this factor in its <br />decision making process. <br />3. The bond release decision public comment period expires February 1, <br />1992. If there are no public comments and if the Division has not heard <br />From Rockcastle by February 15th, the Division will intervene to attempt <br />to work out the details concerning weed spraying. <br />4. Additionally, I am investigating the bid process to address the weed <br />spraying once Rockcastle is out of the picture. I will let you know the <br />details as soon as I can get some answers from the knowledgeable parties. <br />I assure you we are aware of your concerns on the timing of the weed spraying <br />and will do everything in our power to see that an acceptable plan is in place <br />prior to April 1, 1993. <br />
