The grasses and fortis are seeded primarily by drill seeding. Broadcast of seed is
utilized on small areas with hydroseeding used on areas with slopes steeper than 3:1.
Shrubs are planted in conjunction with seeding operations. The shrubs will be
planted, after the affected acreage has been seeded, in clusters approximately 0.5 to 2
acres in size and will cover 30 acres of [he total 110 affected acres.
Newly planted areas will be mulched with hay or straw. Crimping or tracking will be
used [o stabilize the hay or straw mulch. Straw mulch or an equivalent cover of
hydromulch, wood chips, jute netting, excelsior mat, etc. will be applied. After
seeding, revegeta[ed areas are protected from livestock grazing until areas are judged
capable of withstanding grazing pressure. Protection of revegetated areas is
accomplished by excluding livestock by using fences, or discontinuing grazing on
adjacent areas by other means.
XII. Post-mining Land Use
1. The Division is proposing to approve apost-mining land use of rangeland and
wildlife habitat. The land use meets the criteria of Rule 4.16.3.
XIII. Protection of Fish, Wildlife and Related Environmental Values
1. Information regarding compliance with Rule 4.18 is located in Section 2.05.4 of
the permit document.
2. Wildlife habitat is a planned post-mining land use. The applicant has selected
appropriate plant species and distributions to benefit wildlife.
XIV. Protection of Underground Mining
1. There are no current or proposed surface mining operations within or next to the
Wes[ Elk Mine.
XV. Subsidence Control
1. The applicant has proposed a subsidence control plan in accordance with Rule
2.05.6(6) and has committed to adopt all measures in order to reduce the
likelihood of subsidence, prevent material damage, or mitigate the effects. The
Division proposes to approve the plan (4.20.1(2) and 4.20.3(1)).
A subsidence monitoring plan to monitor mining in the permit area is included in
Section 2.05.6(6) of the permit document. The monitoring plan will provide
additional data which, when used with the F Seam data, can be utilized for future
mine planning considerations. MCC had included two additional north-south
monument lines and two additional east-west monument lines to monitor B Seam
only mining subsidence.
52
