Carol Russell <br />-2- Alarch 17, 1982 <br />Overburden-Temporar^ Stockpiles and material Balance <br />Zn response to comments in our Preliminary Adequacy Review, the applicant has <br />amended the application text and tfap No. IS of the application to provide <br />additional detail concerning material moverent during the proposed mining <br />sequence. However, cahile this represents a significant improvement over <br />earlier submittals, some additional information will he necessary in order <br />to verify the applicant's projections of post-mining topography. On cage <br />2.05-22a the applicant observes that 1/3 of temporary stockpile No. 1 <br />(155,000 cubic yards) was originally derived from Dorchester's adjoining <br />surface facility area and should be returned to that area in order to <br />complete reclamation of both sites. The applicant should provide proof of <br />agreement with Dorchester to accomplish this transfer of material at the <br />appropriate time. Further, no mention is made of the final disposition of <br />the remaining 2/3 (310,000 cubic yards) of the material reported to be in <br />temporary stockpile No. 1. <br />On page 2.05-22b, the applicant observes that 3/5 of temporary stockpile <br />No. 2 (234,000 cubic yards) will be backfilled into the final pit area of <br />the "current pi.t area" at the end of 1982. However, no discussion of the <br />final disposition of the remaining 2/5 (155,000 cubic yards) of the material <br />in temporary stockpile No. 2 is made within the amended permit documents. <br />Further, the amended hermit annli~cation commits to the reconfiguration and <br />reclamation of additional disturbed areas, such as the tdagpie Creek <br />drainage near the "North Pit" and the Unnamed drainage between the "Current <br />Pit" and "East Pit" ridges. However, no material balance information is <br />presented to indicate the material reeuirements involved in completing this <br />reclamation of these previously disturbed areas. <br />Zn order to completely define the projected movement of overburden and inter- <br />burden material within the proposed mining operation, the applicant should <br />further detail the quantities of material involved. A complete discussion <br />of overlooked portions of temporary stockpile No. 1 and No. 2 should be <br />included within the application. Further, Map No. IS should be amended to <br />indicate logical areas of disturbance, including Afagpie Creek and the Unnamed <br />drainage betcieen the "Current Pit" and the "East Pit" ridges. Material cal- <br />culations should be presented for each of the areas designated, including <br />arrows indicating movement of material, such as those used in the most <br />recent amendment of A1ap No. 15. Zn addition, a tabulated material balance, <br />presented bu area and scheduler] ti rung, would be extremely helpful. The <br />objective of presenting this material balance is to demonstrate to our <br />satisfaction that the proposed post-mining topographic configuration correctly <br />accommodates the materials derived during the mining operation. This material <br />balance [vi 11 also be extremely useful in determining appropriate bonding <br />amounts during various periods of the permit span. <br />
