As I had stated at that time, this is a safety concern <br />that the Colorado Division of Mines, (303) 866-3401) rather than the Mined <br />Land Reclamation Division, would have jurisdiction over. Also, as I had <br />stated to you, Joe Nugent, the Chief Inspector for the Colorado Division of <br />Mines, told me that under normal conditions, methane is lighter than air and, <br />therefore, should not pool close to the ground. Also, Mr. Nugent said that <br />the Golden Eagle exhaust contains a maximum of 27. methane, whereas methane is <br />explosive only at concentrations of 5% or greater. Mr. Nugent concluded that <br />only under extremely unlikely conditions would the methane pose a problem. <br />As far as your concerns over possible air pollution problems from methane, the <br />Golden Eagle Mine has an air emissions permit for the methane venting. This <br />permit is issued by the Air Pollution Control Division of the Colorado <br />Department of Health.
