Cattany
Division Director
Natual Resource Trustee
Mr. Nyenhuis called our office on Apri128, 2005, and requested some additional information regarding requirements
for baseline data collection for coal mining. He had specific questions regarding requirements for a future permit
revision to an existing coal mining permit, known as the Lower Wilson project. He also had questions regarding soils
baseline data collection for a potential coal mining permit application known as the Collom project.
Mr. Nyenhuis indicated that he would do an Order II soil survey for both projects. A Division of Minerals and
Geology (Division) review of Rules 2.04.9 and 4.06, the acreage under consideration, and the level of detail necessary
for identification of soil resource finds that an Order II soil survey would be appropriate for baseline data collection for
both projects.
He also asked for direction on specific parameters to be included in soil analyses. The soil parameters analyzed for
baseline data in the Colowyo permit aze found on page 2.04.9-14 and 15. Pazameters included in the Colowyo baseline
analyses are: pH, texture, C03, HC03, Cl, SO,, Ca, Mg, Mn, P, SAR, total Na, Soluble Na, EC, ESP, CEC and soil
texture reported as % sand, % silt and % clay. Baseline soils were separated by horizon and the parameter list analyzed
for each horizon. The Division finds this pazameter list applicable for new areas under consideration as well. The
Division believes that N03-N, K, % Organic Matter, B, Fe and Se need to be also included in the list.
I have included a copy of the Division's "Guidelines for the Collection of Water Quality and Overburden
Geochemistry Data" (issued September 16, 1982). The Division does not have a guideline specific to Soils
requirements.
Please call me should you have any additional questions regarding soil baseline data collection. Please let the Division
know of sampling schedule(s) (time frames). We may want to coordinate with you in the field.
Yours truly,
B~oSG.
