COLORADO DEPARTMENT OF PUBLIC HEALTH & ENVIRONMENT -Water Quality Control Division
Rationale -Page 6 Permit No. COR-040000
VI. TERMS AND CONDITIONS OF PERMIT
A. Prohibition on Non-stormwater Discharees
The list of allowable non-stormwater discharges has been increased to include uncontaminated compressor
condensate, irrigation drainage, lawn watering, and air conditioner condensate. These have been determined to be
insigniftcant sources of water pollution, and do not need to be covered under an individual discharge permit.
B. Stormwater Management Plan (SWMPI Requirements
The purpose of a SWMP is to identify possible poilutanr sources io stormwater and to ser out best management
practices that, when implemented, will reduce or eliminate any possible water quality impacts. A SWMP shall be
developed and implemented for each site covered by this permit. The SWMP must be prepared in accordance with
good engineering practices. (The plan need not be completed by a registered engineer.) The Division has a
guidance document available on preparing a SWMP.
The plan identifies potential sources of pollution (including sediment) which may reasonably be expected to affect
the quality of stormwater discharges associated with mining or remediation operations. In addition, the plan
describes practices which will be used to reduce the pollutants in stormwater discharges from the mining ar
remediation operation, and [o assure compliance wish [he terms and conditions of this permit. Facilities muse
implement the provisions of their SWMP as a condi[ion of this permit.
The SWMP requiremems have bee amended in this permit to eliminate redundancies in past requirements. The
most notable changes combine the Description of Potential Pollutant Sources/Materials, Risk Identiftcation and
Assessment, and Best Management Practices sections of the previous SWMP requirements. Refer to the Permit,
Pans I.B. and I. C for a complete description of the currem SWMP requirements.
Note: SWMPs that were prepared in accordance with requirements in the previous permit need not be
amended to conform to this format. The format is new in this permit, but the essence of the
requirements remains the same.
Submittal of the SWMP is not automatically required under this permit. However, the Division may require
submittal upon request, and review the SWMP and require additional measures to prevent and comrol pollution. It
is the Division's intent to request submission of such reports on a selective basis. See Pan I.B. of the permit for a
more detailed description of SWMP requirements for active mines and Part I. C of the permit for inactive mines and
remediation projects.
SWMP For Active Mininr Operations - Comena
a. Description of mining activities
b.
