Memo to Fred Banta - 3 - January 2, 1991 <br />In retrospect, it is clear that our procedural obligations should have <br />received more attention than they did and that Bill Crick should have had more <br />specific direction regarding what those obligations were. Bill was under the <br />impression that inclusion of the various documents in the Issues Notebook for <br />distribution to the parties and presentation to the Board on the date of the <br />hearing was sufficient to meet our obligations. I.think Mike Savage and I <br />both have some responsibility for this. Certainly, there should have been <br />more of a follow-up after the pre-hearing conference to insure that the <br />necessary documents had indeed been sent to the Board. I should have seen to <br />this but did not. One final lapse was that Bill mailed out letters to <br />Carolyn Johnson and Dave Sturges on December 14 without the intended enclosure <br />memo. Bill has indicated that he believes this was his error rather than a <br />clerical error. <br />Bill, Mike and I have discussed the errors that were made and the need to <br />improve our performance in dealing with the Board and public on complex <br />matters such as NCEC. Mike has volunteered to coordinate a staff training <br />session on Board procedures and presentations which I think might logically be <br />included as a component of a more inclusive training/discussion session <br />focusing on permitting processes (see discussion in Rimrock memo). <br />Enclosures <br />cc: Steve Renner/with enclosures <br />2390E/scg <br />
