<br />Reclamation Plan <br />Reclamation for the Coal Ridge No. 1 Mine involved sealing, backfilling, and regrading the portal <br />areas to blend in with the pre-existing topography. A concrete wall section was built across the <br />portals which was then covered by 25 feet of backfill. Facilities were demolished, and backfill and <br />grading activities were accomplished. Disturbed azeas were topsoiled and seeded in compliance with <br />final reclamation specifications. An October 19, 1995 Phase I Partial Bond Release recognized <br />accomplished reclamation work. An estimated 1 acre of disturbance was not granted Phase I Bond <br />Release. <br />The sediment control structures will be the last (and aze the only remaining) features to be reclaimed <br />at the mine. The features aze Sediment Pond A, the concrete splitter box and Culvert 5 at the inlet [o the <br />pond, and the Small Area Exemption ditches, berms and sump. Reclamation of these feamres includes <br />regrading, spreading of topsoil from the two remaining topsoil stockpiles, and establishment of vegetation <br />cover. They will not be removed until revegetation success standards have been met on the <br />contributing reclaimed areas and runoff from the areas meets applicable State and Federal water <br />quality standards. An application for a partial Phase I Bond Release (for the Phase I work carried <br />over from above) and a full Phase II Bond Release for the site is currently being processed by the <br />Division. <br />A current (May 2, 2001) estimate of the cost of remaining reclamation work and overview of current <br />bond coverage is presented at Section A Pazagraph 10 of this findings. <br />Permit Revisions <br />The following revisions were approved following the third renewal of this permit (as of the date of <br />this findings). <br />Technical Revision I5, decision date April 2l, 1998. This revision clarified and redefined <br />vegetation success standazds. <br />Technical Revision ]6, decision date September 3, ]999. This revision deleted the pipeline <br />corridor from the permit. <br />Technical Revision 17, decision date August 11, 2000. This revision updated the identification of <br />interest, adjacent landowners, reclamation schedules, descriptions of areas of disturbance, final <br />reclamation contours, and an as-built and stability analysis for the sedimentation pond. <br />Technical Revision 18, decision date June 29, 2001. This revision submitted a demonstration that <br />untreated drainage from the reclaimed site is contributing suspended solids to streamflow or <br />runoff outside the permit azea equal to or less than premining levels. <br />Minor Revision 14, decision date December 9, 1997. This revision established a hayland <br />production standard. <br />Minor Revision ] 5, decision date March 12, 1998. This revision updated the identification of <br />interests section of the permit application package. <br />July 25, 2001 <br />
