^III IIIIIIIIIIIIIIII` <br />999 <br />DATE: October 16, 2001 <br />TO: David Berry <br />FROM: Dan Mathews <br />RE: Reclamation Progess at Roadside <br />1 made a brief visit to Roadside this afternoon to check reclamation status. Tonya Hammond was on site <br />and 1 spoke with her, and then viewed refuse area CRDA-2, and various South PorlaUPreparation Plant <br />facility areas. It appeared (and Tonya confirmed) that there had been no further work at CRDA-2 or the <br />CRDA-2 upper diversion since my previous site visit of September 25, 2001 (see my memo dated <br />September 26). <br />Demolition work had progessed and was continuing at the prep plant. All of the steel wash plant and <br />conveyor structures had been demolished, with the exception of the wash plant shop building (a rectangular <br />one story building approximately 100 feet long by 40 feet wide) for whichPowderhom believes there may <br />be potential future use. The thickener tank and associated conveyor support structure had been completely <br />demolished, as had the # 1 conveyor transfer building andbaghouse. Concrete structure associated with the <br />refuse loadout tunnel was partially demolished; other concrete foundation and concrete associated with the <br />coal reclaim tunnel remained intact. The steel base and concrete foundation of the coal stacker tube <br />remained. Demolition and salvage operations are continuing. <br />Lower bench structures not associated with the wash plant remain intact, including thetwo story <br />cafeteria/training building, the lab facility,khowerhouse, the office trailer and other small building behind <br />the lab, and the guard shack. <br />Considerable clean up and removal of old supplies, discarded equipment and miscellaneous materials had <br />taken place at the boneyard on top of the RSRDA refuse pile. 1 estimate that approximately 50% to 75% of <br />the volume of material had been removed since my previous inspection, with the remaining materials <br />organized into segegated piles or groups of like materials. <br />Tonya Hammond described the status of pending reclamation projects as follows: <br />• TR-33 dewater pipe drill pad construction to begin tomorrow (]0/17k drilling scheduled to begin <br />10/29 and to be completed within approximately 1 week. She indicated that the CDPS permit <br />amendment had been issued for the proposed discharge site. <br />• A contract had been awarded for demolition of North Portal facilities, and remaining structures along <br />the overland conveyor (with the exception of the River Span tube and associated Transfer building #2). <br />The project is to begin November I and be completed by December 31. Demolition of the water tank <br />and certain other structures at the South Portal area was included in this contract. <br />• A contract has been awazded for demolition of the 2 West Portals substation and associated power <br />line, and removal of remaining structures Gom the South Fan site that had been placed along the road <br />to the 2 West Portals. The work is to be completed by the end of November. <br />• Contractor bids are due October 24 for final reclamation dirt work associated with CRDA-2, CRDA-l, <br />and the Coal Creek permanent diversion, This would include final gading of CRDA-2, completion of <br />the new upper diversion, elimination of the existing upper diversion, placement of cover soil and <br />
