Perhaps a second small dam <br />could be constructed across the reservoir near its upper end. <br />This would serve as a basin for collecting toxic selenium-laden <br />sediment which, when the present reservoir is drawn down, is <br />subject to being blown around by the wind. It would also provide <br />a permanent pool for wildlife propagation, and would enhance the <br />recreational value of the State Park. <br />If gravel mining is to become a part of the operation, then <br />some of the objections raised in opposition to such a project <br />must be mitigated. For example, noise and dust problems could <br />both be solved by confining milling operations within an enclosed <br />building. Operation of such a facility should be carefully <br />regulated, and its costs should be borne, at least in part, by <br />those who benefit from it. <br />Respectfully, <br />James R.
