<br />z <br />Introduction <br />This document is the Permit Revision No. 4 proposed decision package prepared by the <br />Colorado Division of Minerals and Geology (Division) for the Bowie No. 2 Mine. Permit <br />Revision No. 4 proposes to incorporate into the mine plan [he longwall and room and pillaz <br />mining of the D seam for an azea that is within the Iron Point Tract federal Coal Lease COC <br />61209, and for a smaller area on the east side of the present permit boundazy. This document <br />includes: 1) the proposed decision to Approve With Three Stipulations the permit revision <br />application; 2) a summary which includes a history of the review of the permit revision <br />application, a description of the environment affected by the operation and a description of the <br />mining and reclamation plan; and 3) the written findings of compliance the Division has made as <br />required by the Colorado Surface Coal Mining Reclamation Act. Detailed information <br />concerning the findings of compliance can be found in the Regulations of the Colorado Mined <br />Land Reclamation Board for Coal Mining. <br />The Division has received an application for a permit revision to revise surface coal mining <br />operations at the Bowie No. 2 Mine. The application was submitted by Bowie Resources Limited <br />(BRL). The mine is operated by Bowie Resources Limited. <br />The mine permit area is located on Federal and Private lands within Delta County, Colorado. The <br />coal to be mined is privately and federally owned, as aze the surface lands to be disturbed by <br />mining. Some of the federal lands located within the permit area will be disturbed by surface <br />development activities, such as exploration drilling pads and their associated roads. Additionally, <br />there are federal lands [hat are within the areas of land which may be subjected to subsidence <br />impacts. Originally, in accordance with direction provided by the Office of Surface Mining <br />(OSM), the Division and the OSM considered the Bowie No. 2 Mine to be a private mine, for the <br />purposes of permit and inspection regulation. However, with approval of Technical Revision No. <br />16, the Bowie No. 2 Mine became a federal mine. <br />The Bowie No. 2 Mine is located about five (5) mi]es northeast of Paonia, Colorado, adjacent to <br />State Highway 133 and neaz the old Bowie townsite. The present permit area includes 2850 <br />surface acres, of which 2343 surface acres are privately owned and 507 surface acres are <br />federally owned. Approval of Permit Revision No. 4 would add a total of 1675 surface acres, 59 <br />acres of privately owned land and 1616 acres of federally owned land, to [he permit area acreage. <br />The legal description of the lands included within the present permit area is in the sections listed <br />below: <br />Township 13 South, Range 91 West, 6th P.M. <br />Sec. 2: SW'/aNW'/a,SWI/4 <br />Sec. 3: ALL <br />Sec. 4: NE'/a, E'/zNW'/<, E1/2SW 1/4, SE'/a <br />Sec. 9: NE'/a, E'/zNW'/a, SE'/a, NE1/4SW 1/4 <br />Sec. 10: ALL <br />Sec. 11: SW'/a, NW1/4 <br />
