Savage ~ ~-VAti~~~ <br />RE: R'eveg'eaation' Success Criteria for the Colorado Coal t4ine No. 1 <br />(C-024-81) r~ <br />In response to the discussions we had with Perma Resources and Mr. Bill White <br />on January 7, 1985, I have reviewed the proposed revegetation success criteria <br />for previously..distu~rbe~d~a'r'e^as', woody plant density, and species diversity for <br />the Colorado Coal i4ine No. 1. I nave the following suggestions which should <br />answer the questions and concerns regarding these criteria. <br />For~pr-e•viouslry:~d~i•stumk~ed~<a~re~als which have been delineated on Map. No. 3 by <br />CCMC; the permittee sriould be required to restore a ve etatj~ve cov,erKof 30 <br />in accordance with Ru'l`e `4:15:`'10'. This standard is based 'upon ac'$tia~`-Basel'ine <br />• data collected from the grassland vegetation type, in poor range condition, ~,5 a~3 <br />and from range site descriptions provided by the SCS. The SCS range site ~ 5 Pt a. <br />descriptions cite an optimal cover of 35% and the baseline information nvr~ri<~ <br />collected for Perma Resources indicates, even in poor range condition, that <br />cover is in the vicinity of 26%. Therefore, given the knowledge that many of -5~`~~ <br />these areas have little or not topsoil, a standard of 30% is not unreasonable. <br />CCMC has proposed a woody plant density of 333 stems per acre for the area <br />wnich has a post-mining land use of pasture. This standard should be <br />acceptable to the Division. <br />With regard to species diversity, I have evaluated the baseline data for the <br />grassland community (whic{i°,*i~s,in poor range>condition) and the appropriate <br />range site descriptions from"Che SCS. The,~}'iermittee should commit to, at a <br />minimum, the achievement of the following diversity standard or equivalent. <br />The permittee should establish a m•iVnimurn of four species of warm season <br />grasses, two species of leguminous~o~,bs, and two species of woody plants, no <br />single species comprising more tf,~an 40ro'{relative cover nor less than 3% <br />relative cover on the revegetate8 surface. This should establish a <br />satisfactory diversity for the grassland areas at the Colorado Coal Mine No. <br />/md <br />Doc.
