Y/ <br />(303) 247-0088 <br />I am writing to add further information to the enclosed 11/5/91 letter to you from Gary <br />Tuttle. <br />The Forest Lakes Metropolitan District operates as a quasi municipality under Colorado <br />statute and has the same governmental powers as a town or city governtnent. For thai reason <br />I assume that Mr. Tuttle's interpretation of the MLRD regulations are correct. <br />The present site of the gravf:l extraction operations is used already in part as a final discharge <br />point for the District's sewage treatment facility. The master plan for sewage treatment <br />contemplates ultimately developing the entire low area that was mined as a constructed <br />wetlands for sewage treatment. The mined area is needed for that purpose under a present <br />master plan presented to the Colorado Department of Health. <br />I feel that the full developtnent of the wetlands in the extraction area will accomplish the <br />desired result of a full reclamation and mitigation plan. In fact, the total area of wetlands and <br />wetland affected area will tie far greater than when the operation was begun, since initial <br />extraction was from a higher and dryer bench area which has been turned into lowland. <br />Thank you, <br />P <br />12/9/91 <br />
