The Division's question regazding the final reclamation plans for the loadout have been <br />discussed conceptually with Bowie. A critical issue is the disposition of the concrete from the <br />silos and handling of the structural debris. Because the current reclamation plan is vague, the <br />Division has estimated the cost to haul all structural and concrete debris off-site. Recently, <br />Bowie stated they may recycle the concrete. In this scenario, there would most likely be some <br />renuiant rebaz and other structural materials that would need to be disposed of. In a letter dated <br />February 20, 2004, Bowie proposed burying the concrete on-site. The Division's response letter <br />dated Mazch 4, 2004 commented that if Bowie intends to bury the concrete remnants on site, <br />then a technical revision will need to be submitted changing the approved reclamation plan at the <br />loadout. In either case, concrete recycle or burial, a technical revision must be submitted <br />addressing the requirements of Rule 4.11.4. The revision should include a description of the <br />concrete and other noncoal disposal, address cut and fill volumes, with cross-sections, address <br />minimum cover depths, include a map showing the proposed location of the disposal azea, <br />provide written verification of county and landowner approval of the burial proposal and include <br />information that would demonstrate that burial of this concrete and/or other structural material <br />would be compatible with the post-mining land use. We strongly encourage recycling of <br />concrete and any metals rather than burying. <br />Bowie is also contemplating leaving the tracks in place and allowing Union Pacific to store trains <br />and maintenance equipment at the loadout rather than loading coal. Given that the use of the <br />loadout will change, the Division is requesting further clarification on how the remaining tracks <br />will be utilized by the railroad company. Please provide a description of the use, schedule and <br />duration of use, equipment to be stored and an updated schedule for the remaining reclamation. <br />We also want to emphasize that Bowie will continue to be responsible for all activity and <br />impacts that occur as result of the new use. <br />In summary, the Division would consider a bond release application for structural demolition at <br />the Bowie No. I loadout, if reclamation is completed according to an approved plan.
