After the slopes in the grassland community have been prepared for <br />planting, grass, forb and shrub seeds and necessary amendments will <br />be broadcast. Once seeding is completed, the area will be mulched <br />and crimped. <br />Revegetation of the riparian community will initiate once the <br />surface is graded, scarified, and plant growth media distributed. <br />The proposed revegetation includes a seed mix and transplanting or <br />seeding of clustered shrubs. The shrubs will initially be planted <br />with the seed and the necessary soil amendments. Because the <br />riparian area is relatively level, a straw mulch will be applied at <br />a rate of 1,500 to 2,000 lbs/acre and mechanically crimped or <br />netted. <br />Pursuant to Rule 4.15.7(2)(d)(vi), the operator requested that the <br />Division set standards for revegetation success based upon local <br />environmental conditions and available data for similar sites. The <br />standards recommended by the Division were accepted by the <br />applicant, and are listed on page 113 of the permit application. <br />Reclaimed areas will be checked annually after snowmelt for the <br />formation of rills and gullies. A report will be prepared to <br />document each inspection and will be available with other mine <br />records. Rills and gullies deeper than nine inches will be noted <br />on the report and repaired by the end of August of the same year. <br />They will be filled, graded, or otherwise stabilized. The repaired <br />area will be seeded and mulched by the end of the same year. Mulch <br />will be anchored to the ground with netting if appropriate. <br />Laborers or small equipment will be used to perform the repairs to <br />minimize the associated disturbance. <br />XII. Post-mining Land Use <br />A. The Division is proposing to approve a post-mining land use of <br />wildlife habitat, grazing and recreation. The land use meets the <br />criteria of Rule 4.16.3. <br />XIII. Protection of Fish, Wildlife and Related Environmental Values <br />A. The applicant has proposed the use of persistent pesticides on the <br />site during reclamation operations. The Division proposes to <br />approve this usage (4.18(4)(9)). <br />There is a plan in place to deal with noxious weeds that appear on <br />the Blue Ribbon Mine. This plan only deals with all varieties of <br />thistle. Pesticides will be used to primarily control Canada <br />Thistle. The Division will be notified in writing within 10 work <br />days after any application of herbicide on the site. Treated areas <br />over 100 square feet will be examined each fall to determine if <br />reseeding is appropriate. <br />-32- <br />
