control in pond pl is 0.137 acre-feet and in pond q2 is 0.192
acre-feet. There is approximately 1 acre at the low level of
the spill containment pit, giving a water and sediment depth of
1.7 inches. For drainage on the northern storage area, a berm
constructed approximately 1.5' high along the west and north side
of the low area will give approximately 0.5 acres of storage area.
The water and sediment depth in this pond would be 3.9 inches.
In both areas, the actual depth may be up to 1 foot due to
irregularities in the ground level. A ditch and berm will be
constructed as shown on Map 2.05.3(7)-1 along part of the northeast
boundary to divert water from the stockpiles into the pond, and
to divert other water away. Both ponds will be nondischarging,
therefore no N.P.D.E.S. permits will be applied for.
For the area east of the tracks, a CN of 95 would account for the
paved areas, the graveled areas, and the roof tops. The run-off
for this 9.80 acres using the S.C.S. formula would be 1.11 inches/
acre or 0.44 acre-feet for the entire area. A berm will be
installed from the corner of the office to the former factory
building as sediment control for the domestic coal stockpile area
The design runoff for this 1.1 acres is 1.22 acre-inches. Con-
sidering the slope of this area, the water would cover approximately
6000 s.f. to a maximum depth of 12" at the berm. A dirt berm
2' high will be installed. The berm will be non-discharging. A
small area exemption is requested for the remaining 3.7 acres
around the office because of the use, surfacing and the slope of
0.5~.
The other area being requested for a small area exemption is the
area south of the office, which was included in the original
permit application. The 5.35 acres between the office and
First Street has been cleaned up and covered with topsoil from
the beet wash ponds (see analysis of this topsoil in Tables 2.04.9
(1)(b)-2 through 5, samples T-3 and T-4). This area will be
seeded in the spring of 1984 with Blue Grama, Buffalo Grass, and
Galleta Grass at 1, 10, and 4 pounds PLS/acre respectively. This
area is being requested for exemption due to its exclusion from
the permit boundary, the reclamation in progress, the industrial
REVISED August 21, 1984
120
