2.0 PIPELINE DESIGN AND SPECIFICATIONS <br />2.1 Pipeline Design Criteria and Philosophy <br />The Yankee Gulch Project pipeline will be designed and constructed in <br />accordance with applicable parts of the U.S. Department of Transportation (DOT) <br />Pipeline Safety Regulations contained in 49 CFR Part 195. Station piping will be <br />designed in accordance with ASME 31.4-1992 and 49 CFR Part 195. The State of <br />Colorado has not adopted any design codes applicable to the pipeline. Because <br />these DOT pipeline standazds apply specifically to transportation of hazardous <br />liquids by pipeline, some of the standazds may not be appropriate or necessary for <br />the Yankee Gulch Project pipelines. In addition, because of the insulation and <br />coating on the pipes and because of other specific features, the pipes will be <br />handled differently than regulaz steel pipe. <br />The pipeline has been designed by The Williams Companies, which is a partner <br />in American Soda. Pipeline standards contained in "The Williams Companies <br />Onshore Pipeline Construction Specifications" (dated 9 June 1997) will apply to <br />pipeline construction (see Attachment 2). The Williams Companies <br />specifications meet or exceed DOT standazds and also provide more detailed <br />construction specifications that aze consistent with the requirements of the DOT <br />standazds. <br />Although the pipeline will be designed and constructed in accordance with <br />applicable parts of the DOT standards, the pipeline will not be regulated by DOT <br />and consequently will not be operated under DOT operating standards. <br />2.2 Pipe Specifications <br />As described above, the pipelines will be designed according to the Williams <br />Companies standazds and detailed construction specifications, which meet or <br />exceed DOT standards. <br />• Design Pressures: The maximum allowable operating pressure for the <br />project pipes is 2,160 pounds per. squaze inch gage (psig). Wall thickness of <br />the steel pipe will range from 0.28 inch to 0.41 inch. A 72 percent design <br />factor of the yield strength of steel is the determining factor in the wall <br />thickness of the pipe. <br />• Pipe: The mainline pipe diameter, wall thickness requirements, and steel <br />pipe characteristics for the Yankee Gulch Project pipeline system aze based <br />on meeting maximum allowable operating pressures. The pipes will be <br />either 10.75-inch or 12.75-inch outside diameter.
