10/OJ/00 10:42 FAS 8016218400
•
X103
Camp Bird Colorado, Inc. will continue to negotiate with the County to seek a mutually
satisfactory solution to the bridge replacement versus site access problem. However, until such an
agreement is finalized, Camp Bird Colorado, Inc. requests that a delay be granted by DMG-NERD
with respect to implementation and completion of the Phase II Site Reelamation activities.
Site conditions at the Catnp Bird Mine have been substantially stabilized since Camp Bird
Colorado, Inc. initiated Phase I reclamation activity in 1999. The two primary tailing
impoundments situated north of Canyon Creek have been recontoured for surface drainage and
covered with a nominal flinch colluvium growth medium. Natural vegetation has been
established over most of this surface, and the former wind-blown tailing dispersion problem has
been substantially alleviated.
Demonstrative of further progress toward final site closure, in early 2000, Camp Bird Colorado,
Inc. submitted and received approval far Technical Revision No. 2 (April 28, 2000) and Technical
Revision No. 3 (June 28, 2000), respectively. These Technical Revisions provide the finalized
specifications for Phase II Site Reclamation and overall site revegetation. A qualified reclamation
contractor has been identified, and construction specifications developed. In addition, routine site
maintenance has been carried out with respect to weed control as well as maintenance of
stormwater drsinaye conveyances. The property wes inspected on May 26, 2000 by
representatives of the CDPEIE Water Quality Conttol Division and U.S. EPA (relative to former
CDPES Permit #CO-0026981), and a June 30, 2000 report issued with the finding of "no issues
noted during our inspection".
Camp Bird Colorado, Inc. will perform limited interim revegetation of the north side (Phase n
reclaimed tailing areas this fall. We believe that this revegitation work will take place this week
(Week of 2 October 2000), and we will keep you apprized of developments in this regard. In
summary, the site can be considered stabilized and all necessary planning bas been completed for
execution of Phase II Site Reclamation end overall site revegetation. With a means of access
reasonably acceptable to it, Camp Bird Colorado, Inc. is prepazed to implement final site
reclamation.
If you should have any questions in consideration of the request for delay in implementation of
Phase lI Site Reclamation. please do not hesitate to contact the undersigned at (801) 355-7260.
Sincerely,
CAMP BIRD COLORAIDO, INC.
By ~ A ~'~
Scott A.
