Banta. <br />Drvison Duector _ ~) <br />L' <br />Thank you for your prompt response to the list of concerns I presented in our <br />phone conversation on January 7, 1992. <br />I talked to Jim Pendleton concerning the timber storage area access road. Jim <br />indicated that he would be willing to approve the use of this road as a haul <br />road only if commitments aremade by COVCC to meet the following conditions: <br />COVCC will complete a projection of the anticipated service life of <br />the roadway. <br />2. COVCC will submit, to MLRD, design plans for the new construction <br />that provide for a service life that meets or exceeds the projected <br />service life requirement and ensures compliance with haul road <br />specifications set forth in rule 4.03.1 (assuming design approval <br />according to rule 4.03.1(1)(e)). <br />3. The new construction will be certified by a professional engineer. <br />4. If a sub-grade failure occurs, COVCC will repair the failure and <br />have the repairs certified by a professional engineer. <br />There is no way to certify the existing roadway as a haul road, but if COVCC <br />submits a technical revision that adequately satisfies the above-referenced <br />conditions, MLRD will approve the roadway for use as a haul road. <br />Sincerely, <br />Stev~u~ `/~~ <br />Reclamation Specialist <br />SSS/qaw <br />0553E <br />
