-2-
9. Will the waste pile pond embankment size have to be increased 5% to
allow for settling (Rule 4.05.6(8)(e))?
10. Will a cutoff trench, antiseep collars, or seepage blankets be
needed on the waste pile pond (Rule 4.05.6(10)(e))?
11. What sediment cleaning schedule will be used for the waste pile
pond (Rule 4.05.Ei(3)(b))? Removing sediment when it reaches 60% of
capacity is generally used. Would the operator agree to installing a
simple sediment level marker that would clearly indicate the cleanout
level? (A staff marker, stake, or rod with the cleanout level painted on
would suffice.)
12. What are CWI's plans for the sewage pond that will be covered with
the waste pile in later years?
13. The function of the use of "half culvert drains" was not clearly
stated. Are there specific areas that these culverts are proposed for?
14. The application should include an engineer's certification
statement on the designs and calculations, as required by Rule
2.05.3(4)(a)(i)(A).
Backfilling and Grading
1. The operator needs to briefly justify the use of terraces on the
waste rock piles (Rule 4.14.2(2)). Are they used for access, stability,
erosion control, water control or retention, etc?
2. The vertical distance between terraces also needs to be justified
(Rule 43.14.2(2)(b)). If used for erosion control, terrace spacing
should be close enough to adequately control erosion, but not too close
so as to make the pile configuration artificial and incompatible with the
post-mining land use. The use of a soil loss equation that considers
terraces should be used to determine the terrace spacing.
3. The width of the individual terrace bench is not to exceed 20 feet
unless justified for stability reasons, erosion control, or roads
included in the approved post-mining land use plan (Rule 4.14.2(2)(a)).
4. What sort of barriers will be used at reclamation to prohibit
travel (authorized or unauthorized - U.R.V.) on the waste pile terraces?
Since the pile is considered permanent (i.e., forever), the Division
would like to discourage any disturbances in the future that miyht
initiate an erosion condition that would evantually expose the pile (Rule
4.14.2(2)(f)).
