Dept. 01 <tdlp.'31 R^SOerCOS <br />Pursuant to our phone conversation yesterday, may I recap the following <br />information: <br />I have requested that Mr. Saldano of the Colorado Dept. of Health, dater <br />Quality Control Division, stop by next week to meet with him concerning storm <br />runoff control at our existing crusher site. I will do my best to see that <br />any problems of this nature are alleviated as soon as. possible. <br />It is true that the existing crusher site is not included in the affected land as <br />outlined in our mining permit. This is due to your staff's directives at the time <br />the permit application was formulated. Your colleage, Mr. Rade Orrel, instructed <br />me in late 1977 to remove the crusher site from the affected land due to a Mined <br />Land Reclamation Board Ruling that exempted crushing or loading operations which <br />were separated from the actual mining zone. I must admit that I failed at the <br />time to get this ruling in writing from Mr. Orrel. However, the existing crushing <br />and loading facility will be involved in some critical changes in the near future <br />due to quarry expansion plans. <br />Attached is a schm tic showing a proposed crushing and screening facility which <br />will hopefully be installed within the next year. The particular engineering <br />found in the system will enable us to better utilize our resource with less waste <br />and more effective quality control. All of the systems shown in schematic are <br />necessary in order to insure the stated results, particularly the radical stacker, <br />which will homoginize the extreme variability of our ore reserve. Present plans <br />call for the proposed facility to be in the quarry within the affected land <br />boundaries. I understand that an amendment to our mining permit is necessary and <br />I will address rgyself to this in early 1980 at the time of our yearly report to <br />your office. However, the exact area of affected land at the present site will be <br />decreased considerably from the existing area if the crushing facility is located <br />in the quarry proper,within the current affected land boundaries. The air quality <br />permit from the EPA and the State is currently under review by these agencies. As <br />soon as these permits are acquired, a definitive amendment can be sent before the <br />Mined Land Reclamation Board. <br />All efforts will be made in regards to engineering facilities to minimize dis- <br />turbances of the area due to dust and equipment operation. This is addressed in <br />detail in our permit application.
