CO 80203 <br />~II II~II~~I~II~~ II~ <br />Re: Geotechnical Report -Sylvester Gulch Site Development <br />Ref: Permit Revision 07 and Technical Revision 79 to Permit No. C-80-007 <br />Dear Dr. Pendleton: <br />The following presents Mountain Coal Company's (MCC) current summary of geotechnical <br />issues for the Sylvester Gulch Site Development Project, as required by Permit Revision 07. <br />Although not required, similar related information pertaining to the Refuse Pile Expansion (RPE) <br />project (TR79) and various Minor Revisions are also included. The following information covers <br />the time period from June 23, 1997 -July 3, 1997. <br />General Construction Summary <br />Construction of the RPE Pond (TR79) remains at 90% complete. Excavation of Phase lA and <br />Phase 1B were completed and construction of rock drains and sand finger drains began. The <br />installation of the 84" culvert for the RPE access road was completed and a pioneered road from <br />this location to the west end of the RPE was built. Topsoil stripping at the Shaft #1 and #2 area <br />is 90% complete. Topsoil stripping along the main road from Station 54 to 71 was completed. <br />Excavation of the Substation cut slope began, with material being used as fill between Station 57 <br />and 71 of the main access road. Installation of the 96" X 57" arch culvert for the west fork of <br />Sylvester Gulch was begun. Topsoil removal for installation of the Plate Arch culvert for the <br />main Sylvester Gulch crossing was completed. Weather was dry throughout the period. <br />Field Monitoring and Observations <br />RPE: Completed slope excavations (south slope) for Phase lA and iB are stable at <br />approximately 2:1. Site lines were established and no movement detected. No soft spots or <br />water has been observed from the known springs uphill (south) of the excavation. Significant <br />water was encountered on the RPE access road cut slope from a historic spring. Water is <br />being controlled via a ditch and culvert and the cut slope appears stable. <br />
