` ~ Twentymile Coal Company Amendment to. Special Use Permit Permit No. PP2001-004 Exhibit 1 Proposal Summary: Special Use Permit No. PP2001-004, approved by the Board of County Commissioners on May 8, 2001, allows Twentymile Coal Company to haul a maximum average of 200,000 tons of coal pet year over a five year period. The current permit period commenced on January 1, 2002 and runs through December 31, 2006. Under the Conditions of Approval, condition No. 7 states "The Yotal trips per day, averaged monthly, shall not exceed a maximum of twenty-two. If the number of round trips are going to exceed twenty-two in any 24-hour period, Twentymile Coal Company shall contact the Routt County Planning Director for administrative approval. This approval shall be on an emergency temporary basis only." -- During the permit period starting in January 2002 through December 31, 2003, approximately 287,000 coat tons have been hauled from the mine Ioad-out and north along County Road 27 to US Route 40. During this same time period, the average total truck trips per day were 15. Twentymile is currently finalizing a proposal to supply trucked coal to a customer in Laramie, Wyoming. The proposal includes athree-year commitment to supply approximately 160,000 tons per year or 13,000 tons per month. Pending fmal approval on the proposal, shipment of the coal wouid start in early Aprii 2004. Twentymile Coal Company will be responsible for the truck transportation. At 13,000 additional tons per month, the truck trips will increase by an average of 18 trucks per day. The project application amends permit no. PP2001-004 to increase the amount of coal hauled from TCC's Foidel Creek mine on County Road No. 27 to US Route 40 from 200,000 tons to 360,000 tons annually. At the 360,000 tons per yeaz rate, average truck trips per day would increase from the currently permitted 22 trucks per day to approximately 40 trucks per day. TCC is also requesting to renew/extend the permit to a revised five-year period. With-this amendment, the total number of round.trips per day, averaged monthly, shall not _ exceed a maximum of 40. The coal hauling hours will continue to be 24 hours per day, except that truck hauling shall not occur between the hours of 7:00 a.m. to 8:00 a.m. and 4:00 p.m. to 5:00 p.m. These exception periods shall only apply on those days when school buses are using Routt County Road 27.
