<br />` ~ Twentymile Coal Company <br />Amendment to. Special Use Permit <br />Permit No. PP2001-004 <br />Exhibit 1 <br />Proposal Summary: <br />Special Use Permit No. PP2001-004, approved by the Board of County Commissioners on May <br />8, 2001, allows Twentymile Coal Company to haul a maximum average of 200,000 tons of coal <br />pet year over a five year period. The current permit period commenced on January 1, 2002 and <br />runs through December 31, 2006. <br />Under the Conditions of Approval, condition No. 7 states "The Yotal trips per day, averaged <br />monthly, shall not exceed a maximum of twenty-two. If the number of round trips are going to <br />exceed twenty-two in any 24-hour period, Twentymile Coal Company shall contact the Routt <br />County Planning Director for administrative approval. This approval shall be on an emergency <br />temporary basis only." -- <br />During the permit period starting in January 2002 through December 31, 2003, approximately <br />287,000 coat tons have been hauled from the mine Ioad-out and north along County Road 27 to <br />US Route 40. During this same time period, the average total truck trips per day were 15. <br />Twentymile is currently finalizing a proposal to supply trucked coal to a customer in Laramie, <br />Wyoming. The proposal includes athree-year commitment to supply approximately 160,000 <br />tons per year or 13,000 tons per month. Pending fmal approval on the proposal, shipment of the <br />coal wouid start in early Aprii 2004. Twentymile Coal Company will be responsible for the <br />truck transportation. At 13,000 additional tons per month, the truck trips will increase by an <br />average of 18 trucks per day. <br />The project application amends permit no. PP2001-004 to increase the amount of coal hauled <br />from TCC's Foidel Creek mine on County Road No. 27 to US Route 40 from 200,000 tons to <br />360,000 tons annually. At the 360,000 tons per yeaz rate, average truck trips per day would <br />increase from the currently permitted 22 trucks per day to approximately 40 trucks per day. TCC <br />is also requesting to renew/extend the permit to a revised five-year period. <br />With-this amendment, the total number of round.trips per day, averaged monthly, shall not _ <br />exceed a maximum of 40.
