Project Description/Nary 've <br />Guidelines for su,..,iittal <br />1. Describe type of project: <br />The project application amends permit no. PP2001-004 to increase the amount of coal <br />hauled from TCC's Foidei Creek mine on County Road No. 27 to US Route 40 from <br />200,000 tons to 360,000 tons annually. At the 350,000 tons per year rate, average <br />truck trips per day would increase from the currently permitted 22 trucks per day to <br />approximately 40 trucks per day. TCC is also requesting to renew/extend the permit <br />to a revised five-year period. <br />With this amendment, the total number of round trips per day, averaged monthly, <br />shall not exceed a maximum of 40. The coat hauling hours wilt continue to be 24 <br />hours per day, except that truck hauling shall not occur between the hours of 7:00 <br />a.m. to 8:00 a.m. and 4:00 p.m. to 5:00 p.m. These exception periods shall only apply <br />on those days when school buses are using Routt County Road 27. <br />The current permit no. PP2001-004 is scheduled to expire on December. 31, 2006. The <br />requested renewal/extension to the permit will allow for a revised five-year truck <br />hauling period commencing on January 1, 2004 and running through December 31, <br />2008. <br />2. Location and type of on-site facilitieslstructure: <br />The trucks will be loaded at the mine's existing load-out facility. Trucks are weighed <br />before and after loading to determine the weight of coal in the truck. <br />3. Acreage and location of all disturbed area. <br />The load-out facility is located within the mine's existing surface facilities and no <br />new disturbance will result from this activity. <br />4. Type of equipment on site. <br />The equipment at the load-out facility includes conveyors, loading chutes, highway <br />legal 18-wheel trucks, coal stockpiles and mobile surface equipment including <br />loaders and dozers. <br />5. Type of vehicles used for project: <br />~I <br />Highway legal trucks will be used to transport the coal from the mine's load-out <br />facility to US Route 40. At the load-out, mobile surface equipment will be used to <br />maintain the stockpiles. A road grader will be used as needed for road maintenance. <br />During the winter months, a snow plow with sander will be used to keep the mine <br />rna~n-inr traffu~ -" ------ -------~- -- <br />6. Number of employees. Job responsibilities and work shifts. <br />The mine is an existing underground coal operation. The hourly workforce Fias <br />recently been increased by approximately 28 persons. No additional changes are <br />anticipated at this time unless market conditions dictate modification of contractors <br />used to drive the trucks. <br />
