substituting berms for silt fences on west mine bench SAE's. <br />Submittal should include updated map 8-7 showing location of berms <br />and accompanying test for the permit application. <br />This stipulation was complied with through submittal of the <br />requested information on May 18, 1995. This information can be <br />found in the MR-96 file. <br />IV. Bonding <br />The current reclamation bond for the Bowie Mine No. 1 is <br />$4,250,000.00. This is secured by Bond No. 765100876388BCA issued <br />through the Aetna Casualty and Surety Company of Hartford, <br />Connecticut. The estimated reclamation liability for the Bowie <br />Mine No. 1 is $4,217,497.00. <br />During the course of this review the reclamation cost estimate was <br />recalculated using 1995 costs for structural demolition and <br />equipment operation. In addition, an inventory of the structures <br />and mine facilities was conducted during the October, 1995 partial <br />site inspection. The results of this inventory indicated that <br />there are some structures for which the Division currently holds <br />bond that no longer exist, and there are also some structures that <br />were unaccounted for in our previous bond calculation. The review <br />indicated that most costs associated with the various reclamation <br />tasks have increased, however; there are some items that were <br />removed from the bond calculation per the site inventory and this <br />mid-term review. The overall result is that the reclamation cost <br />estimate for the Bowie Mine No. 1 has increased by $290,064.00. <br />Adding this to the existing liability estimate results in a total <br />reclamation liability $4,507,561.00. <br />A copy of the revised bond calculation is attached to this document <br />for your review. Please review the completed reclamation cost <br />estimate for accuracy. If there are any concerns about the <br />calculations or the assumptions used, please convey those to the <br />Division. Upon receipt of this information the Division will <br />review it and determine if additional changes need to be made. At <br />that time, the Division will finalize the cost estimate and request <br />that Bowie Resources Limited amend their existing bond to cover any <br />increase. This can be accomplished through the bond instrument of <br />your choice that is acceptable per rule 3.02.4 of the Regulations <br />of the Colorado Mined Land Reclamation Board for Coal Mining. If <br />no additional changes occur between now and then, the reclamation <br />bond will need to be increased by $257,561.00 for a final <br />reclamation bond amount of $4,507,561.00. <br />V.
