B. No additional support facilities are required for the Sanborn East <br />Tract. (4.04(6)). <br />III. Hydrologic Balance - Rule 4.05 <br />A. Water Quality Standards and Effluent Limitations <br />The Division has approved small area exemptions from use of <br />sediment ponds due to the limited size of certain areas and due <br />to the fact that ponds and treatment facilities are not <br />necessary for the drainage from these areas to meet the <br />effluent limitations of Rule 4.05.2 and applicable State and <br />Federal water quality standards for receiving streams, and also <br />due to the fact that no mixing of surface drainage with a <br />discharge from underground workings will occur. The small <br />areas to be exempted are specified on Drawing S-019, Map <br />ES-3255, and Appendix B (4.05.2(3)(b)(i)). <br />B. Diversions and Conveyance of Overland Flow <br />1. Specific drainage control plans are presented in Appendix B. <br />Ditch locations are shown on Map E8-3255, and Drawing S-019. <br />C. Stream Channel Diversions <br />1. The Division has approved the diversion of an intermittent <br />stream (Elk Creek). This decision is based on a finding that <br />the proposed diversion meets the requirements of 4.05.18 and <br />4.05.4, applicable local, State, and Federal statutes and <br />regulations and that the diversion is designed to safeguard <br />public safety and to minimize adverse impacts to the hydrologic <br />balance (4.05.4(1) and (4)). <br />D. Sedimentation Ponds <br />Disturbed areas in the Elk Creek yard are treated by two <br />sediment ponds, Ponds A and B. The Hubbard Creek Pond controls <br />sediment from the Upper Hubbard Creek facilities area, and the <br />East Yard Pond controls sediment from the east yard of the Elk <br />Creek facilities yard. One additional pond is approved for <br />treatment of underground discharge from the Sanborn Creek <br />portals. Specific plans are found within Appendix B of the <br />permit document. All ponds are designed in compliance with <br />Rule 4.05.6. <br />E. Acid-forming and Toxic-forming Spoil <br />1. There is no evidence of acid- or toxic-forming material at this <br />site. <br />F. Impoundments <br />Refer to Section D, Sedimentation Ponds, above. <br />-14- <br />
