OSMRE has no comments on the <br />justification for the lease suspension. OSMRE suggests that a stipulation <br />to the lease suspension would be appropriate which requires the lessee to <br />submit a permit revision application to Colorado Mined Land Reclamation <br />Division (NERD) and a resource recovery and protection plan amendment to the <br />Bureau of Land Management (BEM) that reflect arty changes in the mining and <br />reclamation plan that will result from the suspension of the lease. In <br />addition, BIM also should notify the lessee, OSMRE, and Colorado MLRD of the <br />specific restrictions to entering and operating within the leasehold during <br />the term of the suspension. <br />If you have any questions please contact Richard Holbrook at 844-5658. <br />cc: F.
