We <br />recommend the Denver office information be presented on the sign. <br />Permit on File With: <br />Coal Program <br />Colorado Division of Minerals and Geology <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />Phone No. (303) 866-3567 <br />In reviewing recent Annual Hydrology Reports (AHR's), our hydrologists have indicated <br />that it would be helpful to have baseline water quality data presented in the AHR tables for <br />both surface water and groundwater information. This could be done by adding an <br />additional column of data, and would provide an easy way to identify overall water quality <br />trends. We request that GVCC commit to include this information in future AHR's. <br />The probable hydrologic consequences (PHC) sections of the McClane permit and AHR's <br />discuss the fact that there is currently groundwater inflow into a sealed area of the mine, <br />and that future mining would likely result in additional inflows, as mining extends further <br />to the east into the predicted saturated portion of the Cameo seam. The PHC predictions <br />do not address the possibility for perpetual discharge from the McClane Mine, in the years <br />following final sealing of the portals. The PHC should be amended to address the <br />potential for eventual discharge of water from the flooded workings, including the <br />projected quality and quantity of potential discharge. If necessary, appropriate <br />amendments to the reclamation plan should be provided, to ensure that any water <br />discharged to the surface would be safely handled and would be in compliance with <br />applicable water quality standards. <br />Estimated reclamation costs were recently updated by the Division, in association with <br />TR-09, and this mid-term review. The cost estimate indicated a total liability amount of <br />$190,037.00 which exceeds the current bond amount held by the Division. The estimate, <br />with supporting documentation, was submitted to you by letter of February 2, 1999. A <br />performance bond in the amount of $190,037.00 will need to be provided by April 15, <br />1999, unless you can provide the Division with documentation to demonstrate a lower <br />reclamation cost, prior to that time. <br />In reviewing the bond documents on file, it was noted that the permit area legal <br />description, which should be provided on page 1 of the form, had not been included. <br />
