Shelton
Director
MEMORANDUM
T0: Rich Domingue
FROM: Jerry Zimpfer~
RE: ARCO response to AVF stipulations, dated December 15, 1981 and
February 5, 1982
DATE: March 25, 1982
I have completed my review of ARCO's response to two alluvial valley floor
^~{-eta' }o stipulations to the Mt. Gunnison No. 1 mine permit granted in July, 1981.
S ~ y ,+,; MLRD stipulation 8 (35?) requires that the applicant provide a "demonstration
'v^`~' that the operations' fresh water usage would not materially damage the
f'='-~-k'~~~-~ l quantity and quality of those waters supplying alluvial valley floors."
The applicant indicates that expected total water use is about 150 acre-feet
per year during maximum production. This represents less than 0.04% of
the average annual stream flow on the North Fork. The applicant has
assessed the effects of the effluent for the water treatment unit on
water quality in the North Fork, and shown that it is unlikely that changes
in water quality would be detected in the North Fork as a result of the
discharge. The applicant has also shown that the maximum projected daily
water use (200,000 gal/day) represents only two percent of the lowest flow
on record (17 cfs). ARCO's junior water rights would probably not provide
for withdrawl under such adverse conditions.
The applicant's demonstration adequately responds to the requirements of
the stipulation. The assessment indicates that the operations fresh water
usage would not materially damage those waters supplying alluvial valley
floors.
