Shelton <br />Director <br />This letter is to confirm the proceedings of our meeting of November <br />10, 1980 on soils resource and vegetation information. <br />It was decided that additional sampling and subsequent analyses would <br />be required for the "soils" at the mine site. The existing sampling <br />points should be sampled to a depth of at least 30 inches wherever <br />possible. In addition, the area east of the wash plant where coal is <br />temporarily stockpiled should be sampled at one location to a depth <br />of at least 30 inches below the "soil surface". At the refuse disposal <br />site, additional sampling is to be done to prove that the subsurface <br />material is non-toxic and therefore can be used as fill material to <br />cover the refuse pile. Samples are to be taken at a minimum of two <br />locations at increments no larger than 12 inches down to the proposed <br />stripping depth. <br />Vegetation sampling of the dry phase rrountain shrub conmeunity was <br />determined to be adequate. The problem discussed was that sampling <br />adequacy could not be met for productivity measurements after taking <br />157 samples from the reference area and 159 samples from the affected <br />area. Since sampling adequacy was met for cover measurements and the <br />affected area and reference area are statistically comparable, Z felt <br />the sampling was adequate to describe the plant community. <br />If you have any questions or comments, please contact me. <br />Sincerely, <br />Jim Herron <br />Reclamation Specialist <br />CC: D.
