SHELTON, Director <br />R it nar0 D Lamm <br />Governor <br />Septemoer 9, 1983 <br />TU: Bob Liddle <br />FROM: Jim Pendleton <br />RE: Blue Ribbon al C ny's Response to Stipulation No. 3 of <br />Permit No. - - 1 <br />Pursuant to your request, I Y1ave reviewed Blue Ribbon Coal Company's submittal <br />made in response to Stipulation No. 3 placed upon their permanent program <br />permit. After reviewing the company's earlier response, I forwarded a memo <br />detailing remaining deficiencies, dated June 22, 1983. In that memo, I <br />presented three specific deficiencies: <br />(1) The applicant should unambiguously state which reclamation alternative <br />proposed by their consultant, Rocky Mountain Geotechnical, will be <br />implemented in each reclamation situation within the permit area. <br />(2) The applicant should specify haul road reclamation plans. <br />(3) The applicant should commit to the installation and maintenance of <br />stability monitoring facilities within the area of the surface <br />facilities at the Blue Ribbon Mine. <br />The operator has presented responses to each of these three deficiencies, as <br />follows: <br />(1) The applicant has revised the application documents to indicate <br />partial backfilling of the portal cut bench and the regradiny of the <br />portal bench fill to reduce the outslope gradient. <br />(2) The applicant has revised the application to include an approximate <br />original contour reclamation configuration for haul roads. <br />(3) The company commits to the reinstallation of the survey monuments <br />which have been destroyed by previous slope movement, bench regrading <br />and equipment operations. <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
