This released all of parcels 4, 5, 6, and 7. An on-site visit (not <br />a formal inspection) was made on 9/23/92. The North Lake area and triangular acreage <br />northwest of this lake show the following reclamation problems: <br />1) There are stockpiles that were not removed or regraded, <br />2) Topsoil stockpiled on the north end of the lake was not replaced over the <br />site, <br />3) Portions of the lake shore are steeper than 2:1 (the original Land <br />Stabilization and Reclamation Agreement signed stated that slopes would be <br />reclaimed at no steeper than 2:1 ), and <br />41 No evidence of seeding was observed. There are many weed species <br />including ambrosia and koc6a. <br />In reviewing the file it was determined that Parcel 5 originally was permitted at 54.029 <br />acres but by 1982 the annual report map showed an increased permit boundary totaling <br />210.130 acres. (This was determined by a planimeter reading of a 1988 annual report <br />map which carried through the extended boundary from previous mapsl. See attached list <br />of parcels and acreages. No amendment for increased acreage was found in the file nor <br />does Barbara have it on any computer record. <br />Charlie Parker who is presently wanting to develop the South Shore/South Lake acreage <br />has requested information on boundaries of released acreages and what specifications ' <br />were met when these acres were released. ' <br />i <br />Current operator, Ready Mixed, is going through an SO with Doug Ruder of CSI Trucking. <br />Doug has been apprised of the law regarding amendments and his plan to use a corridor <br />along the south shore of North Lake, extending over the South Platte (unpermitted <br />acreage) and connecting through this transportation corridor to Parcel 6 for loadout. It <br />was pointed out that even if the reclamation release was in error, he must still submit an <br /> <br />
