A number of <br />items have been identified during the review that require revision(s) of the Permit Application <br />Package (PAP) and your existing reclamation bond. Please let me know if you would like <br />clarification, suggestions or guidance on any of the actions requested in the Items following. <br />Item 1. Rule 2.03.4(7). Please make changes in the identification of contiguous surface land <br />owners to recognize the A-1 Organics property purchase, and others that may be appropriate <br />[Pages 3 and 4, and Adjacent Property Owners Within One Mile of Keenesburg Mine Permit <br />Area 2.03.4 Map (Appendix A-3)]. <br />Item 2. Rule 2.03.10. Please modify page 124 of the PAP to recognize that the once-applicable <br />Air Pollution Control Plan permit has been allowed to expire, and Air Pollution Emission Notice <br />(APEN) procedures now apply, <br />Item 3. Rule 2.05.3(3)(a). Please reinstate Drawing No. KM-4-17, Sewage Disposal System <br />Sections & Details, into the PAP. A suggested location is Appendix O. This drawing is to <br />provide a description of an approved structure, and to provide a basis for demolition cost <br />estimates. <br />Item 4. Rule 3.02.2(4). The amount of bond must be, among a number of requirements, sufficient <br />to cover remaining reclamation work. It also is to include monies for reclamation work that has <br />been accomplished until released by due process (applicable bond releases under Rule 3.03). A <br />Division of Minerals and Geology (Division) -generated Reclamation Cost Estimate, 2004 <br />Midterm Review of Permit C-1981-028, of March 24, 2004, is attached.
