' <br /> <br />Dear Ms. Davis, <br />The Division conducted an inspection on September 20, 2001 at the 83rd Joint Venue Pit, located <br />in Weld County at 4509 F Street, Greeley, Colorado in response to a report from ~DPHE~f that a <br />diesel oil leak had occurred on [he site sometime between mid-March and the end of April of <br />2001. The operator has been working with CDPHE since the time of discovery of [he leak in <br />order to comply with state regulations concerning remediation. Additional information <br />conceming remediation was presented to the Division in the form of a report, Soil and <br />Groundwater Abatement Report Aeereea[e Industries F Street Facility, 4509 F Street, Greeley, <br />Colorado, composed by the Paragon Consulting Group, and documenting the remediation work <br />completed at the site as of July 6, 2001. During the inspection of the 83`d Joint Venture Pit, <br />certain inadequacies and concerns were identified by the Division. <br />The incident involved an estimated 10,840 gallons of diesel fuel. At the time of the Paragon <br />report, approximately 2,000 cubic yards of contaminated soil was excavated from the affected <br />area and stockpiled on the site. According to Connie Davis, Aggr~gate Industries, who was <br />present during the inspection, the contaminated soil stockpile was placed on some type of <br />liner material. Ms. Davis did not know what type of liner was used. The contaminated soil is <br />being incorporated into asphalt produced at the site. According to Ms. Davis, CDPHE <br />approved this use of the contaminated soil. At the time of inspection, there was no sign of <br />stained soil in the area that had been excavated. Please indicate what type of liner was used <br />under the contaminated soil stockpile and whether any other containment procedures were <br />used to prevent leaching of the diesel fuel from the contaminated soil into adjacent soil. <br />2. The abatement excavation pi[ was subsequently filled with material. Ms. Davis was unsure of <br />[he exact location from which the fill material was obtained, but thought it was acquired from <br />somewhere on the site, west of the excavation pit. Please confirm [he actual origin of the fill <br />material. <br />3. The Paragon Report indicated that soil samples collected during abatement excavation <br />indicated detectable levels of BTEX and TEPH along the northwest border (TEPH 4,399 <br />• m Kg, toluene 2,422 µg/Kg, ethylbenzen~7,250 µg/Kg, and total xylenes 11,789 µg/Kg), <br />alon_giF?e southeast border (TEPH 2,44_Qm g, toluene 307 µg/Kg, ethylbenzene 1,067 <br />µ Kg, and total xylenes 1,868 µg/Kg)~nd"southeast of the AST location (TEPH 3,273 <br />g/Kg~ ethylbenzene 606 µg/Kg, and total xylenes 1,153 µg/Kg) upon completion of the <br />
