He asked whether Metropolitan <br />Districts need reclamation permits. <br />I called the two planning depts cited above. Both said that Master <br />Plans are "advisory only." Master Plans are not binding and they <br />are not tied to performance bonds. Master plans can be changed <br />through zoning. <br />~i.
