not replace mature trees. Undesirable vegetation should meet the condition described above (B) and <br />noxious weeds must benon-existent. <br />B. Re-contouring: The unused disturbed azeas will be re-contoured to blend as nearlypossible with <br />the natural topography. Final grading ofback-filled and.cut slopes will be done to prevent erosion <br />and encourage establishment of vegetation. <br />C. Erosion Control: All erosion associated with the operation will be stabilized and controlled. <br />Erosion on a site will be considered controlled when water natttrally infiltrates into the soil; gullying, <br />headcutting or slumping is not observed; rills are less than 3 inches deep and deener or excessive <br />rilling is not observed. <br />If it is determined by the Authorized Officer that the above reclamation standards aze not being met, <br />the operator will be required to submit a plan to correct the problem. Approval of the plan may <br />require special reclamation practices such as mulching, the method and time ofplanting, the use of <br />different plant species, soil analysis to determine the need for fertilizer, fertilizing, seed-bed <br />preparation, contour furrowing, watering, terracing, water barring, and the replacement of topsoil. <br />Topsoil will be stripped to aminimum depth of 6 inches Topsoil storage piles will be no deeper than <br />3 to 4 feet. If topsoil is less than 6 inches, the top 6 inches of surface material will be stripped and <br />piled as described. The topsoil and or surface piles will be seeded withirt 24 hours of stockpiling. <br />The operator will implement measures prior to seeding the disturbed azeas, to enhance the <br />productivity of the growth medium (re-distributed cut and fill soils) and the establishment of Uie <br />seeded species. The type of treatment will be included in the reclamation report to be submitted to <br />the Authorized Officer. This requirement can be exempted if a soil test is conducted and the soil has <br />'sufficient nutrients and organic matter capable of supporting the seeded species. <br />The cut and fill slopes will be protected against riding and erosion with measures such as water bars, <br />lateral furrows; or other measures approved by the Authorized Officer. Weed &ee straw bales or a <br />fabric slit fence will be used at the toe of the fill slopes. <br />Areas being reclaimed will be fenced to exclude livestock until the seeded species have become <br />established. The type of fencing will be approved by the authorized officer. <br />The operator will submit an annual reclamation report by December 31 to the Authorized Officer. <br />The report will document compliance with the above requirement far all aspects of the reclamation <br />objectives. The report will specify if the reclamation objectives are likelyto be achieved and actions <br />needed to meet those objectives. - <br />
