.. )before the environmental assessment, BLM's concerns included: the rationale for the proposed 3- <br />yearhaul road construction schedule; the location of access routes to sedimentation ponds; concern <br />that the lnterburden Disposal Area (DMA) could be unstable and prone to movement during lazge <br />storm events; the need for a complete cultural inventory; the need to evaluate visual impacts; and <br />a concern that the bond calculations be performed in accordance with the most recent regulations. <br />All of these concerns were addressed or ameliorated by operational changes before the amended plarr <br />of operations was submitted, by changes in the amended plan of operations or by analysis in the <br />environmental assessmenC. The COAs listed below contain some further ,requirements that will <br />address BLM concerns. <br />MITIGATION MEASURES: The amended plan of operations is approved with four conditions <br />of approval (COA). <br />(1) Cultural Resources -American Gypsum shall abide by the cultural EducationlDiscovery <br />Stipulation (Attachment 1). <br />(2) Wildlife -American Gypsum will work with BLM resource specialists to develop a seed <br />mixture including shrub species for use on BLM lands. <br />(3) Reclamation aad Soil Stability -American Gypsum will beheld to the GSFO reclamation <br />success and monitoring standards (Attachment 2). <br />(4) Recreation - In addition to the berm described in Section 4.14.1 of the EA, BLM requires <br />the placement of a fence that will surround the berm at the top of the new mine area's highwail; and <br />appropriate signs which will alert recreationists to the potential hazard ahead. <br />DATE SIGNED: ~' Z11- ZOG Z <br />
