Also similaz to the practice in current operations, equipment will be shut <br />down during periods of high winds. <br />With existing operations, the portion of County Road #51 utilized as a haul road <br />is treated with dust suppressant. With the exception of road grade sections, in the range of <br />8-10%, the mine haul road is also treated. Steep sections of road are treated with water <br />spray only. Rain, snow or applied water spray on treated sections of road increases slick <br />conditions. The combination of steep grade and treated slick conditions would create a <br />safety hazard for haul trucks. <br />Most of the new access road into the amended area has road grades in the range of <br />6-7% and it will be possible to applied dust suppressant on those grades. One short <br />section near the top of the road will approach 10% and it will be treated with water spray <br />only. Road sections that can be treated require less maintenance with water spray so the <br />water truck becomes more available for untreated areas. <br />Hydrological and drainage impacts from the amended haul road access are <br />addressed with culvert design, and drainage and sedimentation controls. Road design is <br />included in Exhibits C-2, C-3, C-4 and C-S. Culvert design and detail for the road are <br />included in Exhibit C-6. Typical road section cut and fill detail is included in Exhibit C-7. <br />Any hydrological impact will be avoided by way of periodic inspection and maintenance <br />of the designed structures included in the Exhibits. <br />Adequate Service by Public Facilities <br />The mine maintenance and office facilities that will continue in use with the <br />amended area are self-contained and do not require service by public facilities. Electricity <br />is produced with a portable generator and a private contractor maintains portable toilets. <br />Drinking water is delivered to the site in water cooler containers. Employment levels will <br />remain close to current levels. <br />Conformance with the Appropriate Eaale County Land Use Regulations <br />Issues regarding conformance with Land Use Regulations are either mainly <br />addressed in current permitting or are not applicable to the operation. There are no <br />parking, illumination or signs issues. Wildlife concerns and ridgeline protection are <br />addressed in this submittal and detailed further in Environmental Assessment CO-140- <br />2001-064EA. There will be no noise or vibration issues. Dust control, water quality, <br />drainage and erosion controls aze addressed in the mine and reclamation plan along with <br />other mitigating controls outlined in this submittal. <br />l0 <br />
