The issues <br />aze listed by resources as identified in the EIS. <br />' Project Description Issues <br />• develop a holistic long-term monitoring program that could meet various permit and <br />reclamation requirements <br />• develop a Corrective Action and Monitoring Plan to prevent pollution and other problems <br />before they occur <br />• evaluate potential pollution prevention opportunities for each component of the mining <br />operation <br />' • evaluate nahcolite extraction lease rights compared to future oil shale development leases <br />• evaluate adequacy of reclamation bonding over time <br />Geology <br />• effect of proposed project on future oil shale development <br />• effect of pipeline construction on steep slopes <br />• effect of subsidence from solution mining of multiple cavities; a mitigation plan is needed <br />Soils <br />• effect on fragile soils from access road construction, pipeline construction, railroad spur <br />relocation, and other surface-disturbing activities <br />• effect of unsuitable soil depths, fertility, and slope on reclamation success <br />• effectiveness of reclamation during and after mining <br />Water Resources <br />• effect on surface drainages of access road construction, pipeline construction, and other <br />surface-disturbing activities; BMPs to be employed and their effectiveness <br />• effect of intentional or accidental dischazges of solutions to surface drainages <br />' effect of flood hazards from evaporation pond(s), including erosion of drainage channels and <br />impacts on downstream surface water bodies <br />' effect of water to be diverted from the Colorado River, i.e., quantity, duration, and water <br />rights issues <br />• effect of water losses during the mining process and operations <br />1-5 <br />
