' Executive Summary <br />activities within 200 feet of the population, and restoration of disturbed unoccupied habitat. <br />Several bird species may be attracted to and injured or killed at saline evaporation ponds at the <br />Piceance and Pazachute Sites. Water quality and bird use and mortality would be monitored, and <br />' methods to exclude birds (such as netting) would be developed if needed. The pipeline corridor <br />would be located neaz three sage grouse leks. Construction timing limitations and other <br />mitigation would be used to minimize impacts. The project would deplete flows in the Colorado <br />' River, but impacts to endangered fish species would be minimized by payment of standazd <br />compensation amounts under the Colorado River Endangered Fish Recovery Program. Impacts <br />of the Accelerated Development Altemative would be the same, except (1) the surface azea of <br />saline evaporation ponds would be increased, and (2) the amount of depletion of Colorado River <br />water would be increased, and would be sufficiently lazge to require case by case evaluation and <br />approval/denial. <br />' Cultural and Paleontological Resources. Nineteen potentially significant prehistoric sites aze <br />located at the Piceance Site, and may be adversely affected directly by construction or indirectly <br />' by surface collecting. Should the BLM in consultation with the Staie Historic Preservation <br />Officer (SHPO) and American Council on Historic Preservation (ACHP) agree that a site is <br />potentially eligible and may be adversely affected, then a Treatment Plan would be formulated <br />' and executed to avoid, mitigate, or minimize impacts. Pipeline construction would not affect <br />significant cultural resources, as long as one site is avoided. No known Native American <br />traditional use or religious azeas would be affected. Any and all construction in the lease azea <br />and pipeline corridor would be inventoried/monitored for fossil resources anytime construction <br />equipment is in operation. Development of the Pazachute Site would have no effects on any <br />known significant cultural or paleontological resources. The impacts of the Proposed Action and <br />Accelerated Development Alternative would be similaz. <br />Land Use and Recreation. Impacts would be similar for the Proposed Action and Accelerated <br />Development Altemative. The project would be in compliance with BLM, Rio Blanco County, <br />and Garfield County land use plans, after county special use permits are obtained. For the BLM <br />Ryan Gulch Area of Environmental Concern (ACEC), mitigation to avoid impacts to federally <br />protected plant species would be necessary to be within BLM land use guidelines. The Piceance <br />Site would mostly still be available for hunting and public access. The numbers of deer and the <br />quality of the surroundings would be diminished by the industrial activities, but regional impacts <br />' on hunting would not be significant. Grazing losses would be minimal and would not require an <br />adjustment to grazing permits. Pipeline construction would cause short-term disruption of <br />' farming practices and would temporarily interfere with irrigation ditches and the application of <br />water to irrigated hay meadows. Hay production would be reduced for at least 2 yeazs until <br />vegetation recovers. <br />Visual Resources. The physical alteration of the existing landscape under the Proposed Action <br />would be substantial in portions of the Piceance Site, and would change the existing natural <br />landscape to an industrial site. Long-term (life of project) changes would be confined to certain <br />' facilities, and active mining azeas would be reclaimed as mining in each panel is completed. The <br />visibility of these changes would vary according to viewer location and orientation. Views from <br />the Piceance Creek Road would mostly be screened by topography and vegetation, but travelers <br />on the Yellow Creek Jeep Trail would have a close exposure to project facilities.
