Collins : <br /> On May 21, 1998 , we received correspondence, submitted on your <br /> behalf by Elkhead, to amend BLM Mining Plan of Operations <br /> identified by the casefile number , PO-016 - 83 - 1 . we have also <br /> received documents that properly identify your organization, <br /> Mining and Minerals II , Ltd. , as the legal and recognized <br /> operator of this project along with notification that Mr . Bruce <br /> Cloud of Elkhead and Mr . Richard weber of Knight Pi6sold LLC are <br /> authorized to act as agents on your behalf regarding this mining <br /> project . we now recognize you as the operator of record and can <br /> accept the documents previously submitted by your agents . On <br /> June 22, 1998 , we received information regarding the reclamation <br /> plan and the liability statement required by our regulations at <br /> 43 CFR 3809 . Since we have received the required legal statement <br /> under signature of your corporate secretary, Ms . Barbara R. <br /> Chalmers, the mining plan amendment is accepted as complete. <br /> Therefore, we can accept your consulting contractor , Knight <br /> Pi6sold LLC, as the author of the environmental assessment (EA) , <br /> which must be completed to BLM standards . <br /> After a thorough BLM staff review and completion of the EA, we <br /> will require copies of all pertinent Wyoming and Colorado state <br /> and local county permits before issuing our authorization <br /> permitting operations to proceed as proposed. During this period <br /> of review and permitting compliance, we require that you begin <br /> the reclamation activities you presented in your interim <br /> reclamation plan . we will temporarily grant your request to keep <br /> the buildings and equipment necessary for your full - scale <br /> operation as determined from the anticipated pilot plant results . <br /> Please keep this office properly informed of any decisions <br /> concerning this plan of operations future activities . we reserve <br />
