Long <br />Division Dvector <br />Fvst, as you aze aware, we recently approved MR-054, which addressed partial reclamation ofMinewater <br />Pond 12 to preclude future water storage in Pond 12 due to the compromised embankment. The partial <br />reclamation eliminated the embankment that had separated Pond 12 from Sediment Pond 5. We approved <br />MR-054, based on a determination that Pond 5 had sufficient capacity to treat the additional runoff <br />resulting from elimination of Pond l2 (as based on 1998 "as built" design for Pond 5). Certain permit <br />application design information pertinent to Pond 5 and Pond 12 is mow outdated, however, and should be <br />amended to reflect the approved configuration. Specifically, 1996 Appendix 13-2 hydrology design pages <br />RSN-32, RSN-33 and RSN-34, and the reference to Pond 5 on Page RSN-21, should be updated to reflect <br />the modified Pond 5 configuration data. in addition, Exhibits SA and 8B, text page 13-10, and table page <br />13-4-2 should also be updated to be consistent with the currently approved designs. <br />Secondly, our understanding regarding new minedewatering Site Ol6 is.that the drilling has been <br />successfully completed, but remaining work necessary to complete the installation (trenching, pipe <br />installation, and pad reclarmation) has been delayed due to DOT right of way work restrictions. Please <br />provide written confu-mation of the status of Site 016 installation, and proposed completion timeframe. <br />Third, the old well near the North Portal substation that apparently penetrates pre-law Cameo Mine <br />workings is not specifically addressed in the permit application. Please clarify the status and historic use of <br />the well, and associated pump, pipes and hoses, and address the extent and timing of reclamation to be <br />performed by PCC. <br />Finally, as you know the MR-52 decision deadline was previously extended to the end of December. Our <br />preference is to delay any decision on MR-52 until the anticipated permit transfer has been completed.
