Dear Mr. Lunan:
Pursuant to Rule 2.08.3(1), "The Division shall review each permit issued and
outstanding under these rules not later than the middle of the permit
term After this review, the Division may require revisions or
modifications to the permit to ensure continued permit compliance.
Additionally, pursuant to Rule 3.02.2(4), "The Division shall review the
amount of bond required for a permit area and the terms of acceptance of the
bond at the time permit reviews are conducted under 2.08.3 ."
The Seneca II-W permit was issued on December 31, 1985 for a five-year term
with the permit scheduled to expire on December 31, 1990. The mid-term of
this permit is June 30, 1988.
This mid-term review consisted of reviewing the permit application document,
the findings document, the stipulation responses, the revisions to the permit,
the monitoring reports, and the inspection reports. The enclosed document is
the Division's mid-term review of this mine. This review contains six
